The word for “create” here is the same word as in Genesis 1:1: “In the beginning God created the heaven and the earth”—bara, out of nothing. “I need a new heart,” David said. “Create in me a new heart,” and the word create means “out of nothing.” In other words, there was nothing in David’s heart that God could use.
